"Stops as tight as I can justify them in each stock etf position that remains" - Do you change the size of stops depending on market (or some other) conditions?

At my ETF filter today, only 3 (in a 2k universe), and all inverse. But commodities still running good so far. Let's see next week.

I just run the 3 indicator combo of Keltner, Donchian and Bollinger and move the stops as much as I can in the direction of the trade. I never move the stops away from the market. Then, I examine my position size to see if it is still acceptable at that level of stop and vol risk. If it is above my limits for that strategy, I peel off enough of the position to bring it back into line with the rest of the portfolio. Simple to execute and keeps my risk and vol down to acceptable retirement account levels.

These off the bottom rallies make no sense to me. What forward looking value is someone seeing that I am not? It sells off in the morning and then rallies all the way back in the afternoon to close up for the day. Like it does this every time it makes a new low. Am I crazy or is this weird?
